What Is the Patente a Crediti?

The Patente a Crediti (literally, “credit-based license”) is a regulatory tool introduced by Italian Legislative Decree 81/2008 and further detailed in Ministerial Decree 132/2024. Upcoming changes on July 8, 2025, will update Italy’s Patente a Crediti regulations, and it is mandatory for companies and self-employed individuals operating in temporary or mobile construction sites in Italy.

Each qualifying entity begins with a score of 30 credits, with the option to increase their score by meeting additional compliance criteria. This score determines whether a company may lawfully continue work on-site and is subject to potential reductions for violations of health and safety laws.

Key Changes as of July 8, 2025

On July 8, 2025, the Italian National Labour Inspectorate (INL) rolled out significant updates to the digital management system for the Patente a Crediti. These updates are part of a broader effort to digitise compliance monitoring and streamline administrative workflows.

Highlights of the New Digital Panel

  1. Centralised Online Dashboard:
    A newly enhanced digital panel now allows companies to manage every stage of the Patente a Crediti process. This includes:
    • Submitting applications,
    • Uploading documentation,
    • Assigning and managing powers of attorney,
    • Monitoring credit points,
    • Paying administrative fines directly online.
  2. Revocation of Self-Delegation:
    As of July 10, 2025, the self-delegation function has been permanently disabled. Any previous self-declared access permissions are now invalid. Companies must formally authorise a representative using a digitally signed Power of Attorney document.
  3. Dynamic Credit Management:
    • Additional compliance requirements can be submitted to increase the credit score.
    • A new 24-hour revision window allows users to modify or delete entries before they are validated and added to the score.
    • The score is automatically updated within 24 hours of data submission.
  4. Fine Payment Capability:
    The system now supports online payment of fines, eliminating the need for external procedures and facilitating quicker regulatory resolution.


For Foreign Companies Without e-IDAS Access

If your company is not registered with SPID, CIE, CNS, or e-IDAS (the recognised Italian and EU digital identity systems), the process is slightly more complex and requires in-person coordination.

Required Steps:

  1. Apply for Accreditation:
    Foreign companies must request accreditation through the local office of the National Labour Inspectorate (INL). This step is mandatory to gain access to the Patente a Crediti system without a digital ID.
  2. Submit Identification and Delegation Documents:
    • A formal Power of Attorney must be provided, authorising an individual to act on behalf of the company.
    • Upon validation, INL provides manual credentials or conditional access to the system.
  3. Proceed with the Application:
    Once accredited, the foreign company (or its authorised representative) may log in to:
    • Submit the Patente a Crediti application,
    • Upload supporting documents,
    • Delegate other authorised agents,
    • Monitor credit changes,
    • And manage fines or administrative updates.
